Chapter 10.101 RCW County and City Public Defense Improvement Funds 

City Distribution for Use During Calendar Year 2017

Pursuant to Chapter 10.101 RCWexitingwebsite, OPD has awarded nearly $680,000 to 23 cities seeking state assistance to fund improvements in misdemeanor public defense programs. Cities selected to receive grants will use the funds during calendar year 2017 to make appreciable improvements in public defense services, including providing counsel at first appearance, adding attorneys to reduce caseloads, improving attorney compensation, paying for professional investigator services, paying for expert witnesses, and providing interpreters for attorney-client meetings.

OPD received 28 city applications for the 2017 state funding. Criteria for evaluating grant applications were developed in consultation with the Association of Washington Cities, as required by RCW 10.101.080exitingwebsite. In evaluating the grant applications OPD considered the following factors: local poverty level; number of criminal cases filed and the percentage of cases assigned to a public defender; public defense compensation; public defense caseloads; whether the application proposed an allowed use of funds; whether the applicant is currently receiving a grant and demonstrating actual improvements in public defense; and whether an applicant will match state grant funds with new local funding.
